TYPHOON “FABIAN” MAINTAINS ITS STRENGTH AS IT MOVES CLOSER TOWARDS MIYAKO ISLANDS.
• Location of Center (10:00 AM):
The center of the eye of Typhoon “FABIAN” was estimated based on all available data at 530 km Northeast of Itbayat, Batanes (24.4°N, 125.2°E)
• Intensity:
Maximum sustained winds of 150 km/h near the center, gustiness of up to 185 km/h, and central pressure of 955 hPa
• Present Movement:
Northward at 10 km/h
• Extent of Tropical Cyclone Winds:
Strong winds or higher extend outwards up to 630 km from the center

HAZARDS AFFECTING LAND AREAS
Heavy Rainfall
• “FABIAN” is unlikely to directly bring heavy rainfall in the country throughout the forecast period.
• Under the influence of the Southwest Monsoon being enhanced by “FABIAN”, scattered to widespread monsoon rains will be experienced in the next 24 hours over Ilocos Region, Cordillera Administrative Region, Metro Manila, most of CALABARZON and Central Luzon, and MIMAROPA. More information is provided in the Weather Advisory #14 for Southwest Monsoon and the 24-Hour Public Weather Forecast issued at 11:00 AM and 4:00 AM today, respectively.
Severe Winds
• Strong winds (strong breeze to near gale conditions) will be experienced over Batanes and Babuyan Islands throughout the passage the typhoon.
• Occasionally gusty conditions associated with the enhanced Southwest Monsoon will be experienced over Visayas and the rest of Luzon, especially in the coastal and upland localities of these areas.
HAZARDS AFFECTING COASTAL WATERS
In the next 24 hours, under the influence of the enhanced Southwest Monsoon and Typhoon “FABIAN”:
• Rough to very rough seas will be experienced over the seaboards of Luzon (including the areas under TCWS #1) and Western Visayas. Sea travel is risky for small seacrafts over these waters. Mariners without the proper experience should immediately seek safe harbor. For more information, see the Gale Warning #7 issued at 5:00 AM today.
• Moderate to rough seas will prevail over the remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.
TRACK AND INTENSITY OUTLOOK
• “FABIAN” is forecast to move generally north northwestward over the next 48 hours towards the eastern portion of mainland China. On the forecast track, “FABIAN” will pass close or make landfall in the vicinity of Miyako and Yaeyama Islands between this morning and afternoon. This typhoon is forecast to exit the Philippine Area of Responsibility (PAR) between this afternoon and tonight.
• After traversing the East China Sea, “FABIAN” is forecast to make another landfall over the eastern portion of mainland China on Sunday (25 July) afternoon or Monday (26 July) early morning.
• “FABIAN” is forecast to gradually intensify in the near term and reach its peak intensity (150-155 km/h) tonight until tomorrow morning. A weakening trend in its intensity may begin by Sunday. “FABIAN” is forecast to weaken into a tropical depression by Wednesday(28 July) morning.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
Unless an intermediate bulletin is released, the next tropical cyclone bulletin will be issued at 5:00 PM today.
