Ang “raw lots” ay mga agriculture lots na binebentang pang “residential subdivision” na walang kaukulang “permits and licenses” mula sa pamahalaan. Ang pagbebenta ng raw lots ay illegal dahil ginagawa ito ng walang “License to Sell,” “Certificate of Registration,” at “Development Permit.”

Problems in securing individual titles;
